Jan Shikshan Sansthan Sindhudurg

One of the sure-shot ways to uplift an under-developed region is to build capacity of the local community with skill sets that would enable them to expand their horizons and also earn a living. Recognizing this fact pretty early in the day, MSVS launched Jana Shikshan Sansthan (JSS) Sindhudurg in 2001.

During the past 12 years of its existence, JSS has trained closer to 58,000 underprivileged and deprived people, 85% of which are women. Most of the beneficiaries are either self-employed having set up their own small-scale businesses, or have found a job somewhere.

A unique scheme of the Government of India, JSS Sindhudurg is adored and recognized as the country’s first rural Jana Shikshan Sansthan. Much of the credit for this goes to Mr. Suresh Prabhu, MSVS Chairman, who, as the elected representative of the area, prevailed on the authorities to grant a JSS to Sindhudurg, a predominantly rural area, for upgrading that region.

OBJECTIVES

JSS is rendering Yeoman’s services to the cause of the marginalized sections of the society and training them in various, need-based employability skills and technical traits that are helping them to be self-reliant. The core objective is to development self-employment avenues for utilizing local resources by offering demand driven vocational training. Apart from employability skills, JSS also focuses on:

  • Literacy and life Enrichment Education
  • Women’s empowerment and equality
  • Health camps
  • Environmental awareness
  • AIDS awareness
  • Entrepreneurship development workshops
  • Exhibitions of products made by beneficiaries
  • Street plays on different themes
  • Population education
  • Information about Government schemes and procurement of loans

COURSES

Typically, the courses are of short-term duration and range from 3 to six months. Training is given is 25 different skills at a very low cost. Here is a list of some of these skills:

  • Tailoring and fashion designing,
  • Bakery and catering,
  • Photography and video shooting,
  • Watch and mobile repairing,
  • Embroidery,
  • Fruit processing,
  • Cashew grading, processing and packing,
  • Beauty and Hair care,
  • Mehendi Application, etc.
  • Plumbing
  • Carpentry
  • Diesel Mechanic

JSS’s training programs have enabled many participants to enhance their technical and also life skills.

ELIGINILITY AND OUTREACH

JSS Sindhudurg services eight blocks of Sindhudurg district. Earlier it was also active in three blocks of the neighboring Ratnagiri district and additionally, covered few pockets from the Goa State.

“Academic Qualification NO BAR, Age NO BAR, learn the skills that seem to be too FAR” is the motto of JSS Sindhudurg. It offers training to almost everyone, who is a resource, or could be turned into a resource. In order to reach out to the poor, illiterates, neo-literates, under-privileged and also the un-reached inhabiting the far-flung hamlets, JSS Sindhudurg has set up sub-centres in remote corners of the district, transporting vocational education to people’s doorstep. It is for this reason that JSS is known as the institute of People’s Education.

GOVERNING STRUCTURE

A registered society, JSS Sindhudurg is governed by a Board of Management, which is headed by a Chairperson. The BOM consists of 12 trustees, of which five are government officials. BoM is a policymaking body and works following the guidelines set by Ministry of Human Resource Development. A qualified team of program officers and assistant program officers look after planning and implementation of the programs.

JSS Sindhudurg has partnered other stakeholders in society with a clear view to shape its beneficiaries into self-assured employees and entrepreneurs. It is working closely with partners like:

  • District Rural Development Authority,
  • Bank of India,
  • MAVIM
  • MSME
  • Municipalities, semi government and government agencies and local self government
  • National Institute of Water Sports, Ministry of Tourism

Recently, JSS Sindhudurg has collaborated with corporates like Godrej and Boyce and Godrej Industries for conducting skills development programs.

BACKGROUND

The scheme of Jan Shikshan Sansthan was initially launched in 1967 and was then called the Shramik Vidyapeeth. This was meant to be a multi-faceted adult education institution, aiming at improving the vocational skills and quality of life of the industrial workers and their family members as well as the migrant population. The scheme was renamed as Jan Shikshan Sansthan in April 2000. Along with the change in name came the change in its focus. A scheme that was meant for the industrial workers and their families was expanded both in terms of its clientele and focus and was extended to the rural areas. There was logic for its expansion. Total Literacy Campaigns, launched after the setting up of the National Literacy Mission in 1988, had transformed the literacy landscape of the country and created an army of neo-literates who having realized the power of the written word, now wanted to use it to improve their livelihoods through skill development. The post-literacy program had given a few of them the taste of vocational skills but the continuing education program promised to extend it to many more beneficiaries. That became the rationale for setting up more such institutions to match the needs of the districts. Today, there are 221 Jana Shikshan Sansthans in the country and they are expected to act as district level resource support agencies especially in regard to organization of vocational training and skill development programs for the marginalized sections of the society.
